Shillong: Over all these years, the Autonomous District Councils including the KHADC has been issuing the labour license to migrant labourers coming from other states.

The Dy. Chief Minister while speaking to media persons said that as a matter of fact, neither the Sixth Schedule Body (ADC) nor the state government is the issuing authority of labour license. It is only the Central government that is the issuing authority under the Act Interstate Migrant Workmen 1979 and Building and other Construction Workers (Regulation of Employment and Conditions of Service) Act.

However, Tynsong is silent on whether or not the granting of labour license by ADCs is illegal.
The Dy. Chief Minister informs that the government is working on drafting labour license law which will not impinge on Central laws.
