Shillong: The Ex-CEM of KHADC, Bah H. S. Shylla who hold the post twice, today evoked a response to the statement of the current Dy. Chief Minister, bah Prestone Tynsong. Tynsong according to some local dailies said that it remains to be said whether to recognize or not the new CEM. The cabinet is understood to be meeting soon on whether it will approve bah Latiplang Kharkongor as the new CEM of KHADC.
Bah H. S. Shylla quoting the Assam and Meghalaya Autonomous Districts (Constitution of District Councils) Rules, 1951, as amended said that nowhere is there a hint at all that it is necessary for the approval of the government before a new CEM take office.
In case of the removal of the EC Shylla quotes another rule “Rule 22 (2):In case of removal of the Executive Committee, a Chief Executive Member for the new Executive Committee SHALL be elected within 48 hours by the District Council and when this has been done the Chairman of the District Council SHALL forth-with submit A REPORT to the Governor through the Deputy Commissioner.” Here as well, he said, there is no indication of the need for the government’s approval.
Based on these rules, Shylla refuses the statement of the Dy. Chief Minister who suggest that the government needs to approve or otherwise. Shylla candidly attributed the misleading statement of bah Tynsong to the ignorance of the rules laid down for the functioning of the Autonomous District Councils.
