Being an old man from the rural area of the West Khasi Hills District, I am very thankful to the Government of Meghalaya, especially for the honourable Chief Minister, Shri. Conrad K. Sangma, who tried his level best to heal all the patients from Covid-19 and to make Meghalaya as a Green Zone today. Just to remind the Chief Minister that the old man who wrote this article is the one who performed the cultural dance in the name of the MUPSTA at Asanangre on the 27th. July 2018, the 25th. State Annual General Conference, infront of the Chief Minister and 3099 teachers.
According to my understanding, the proposed Home Quarantine for the returnees from outside the State, I am not in favour, because it may not give 100% safe to the family members of the returnees in particular and to the state in general. This is only my advice to the Government of Meghalaya. So, the Government may accept or reject it, I do not mind. Let us see the important points according to my understanding.
Here we go:
(1)Home Quarantine is not 100% safe because regular checkup is not available, especially in the rural areas. For example, it is very difficult for the doctors to come to the home quarantine every now and then. Home Quarantine is an intimate contact with the parents, brothers, sisters … family members is natural and obvious. Suppose, one family member who just returned from outside of the state or outside the country, his/her parents, brothers and sisters did not see him/her for the last two or three years, all of the family members would like to see, to meet and to talk with him or her. Nobody could deny that.
(2)Home Quarantine always shares common kitchen, common toilet, common bedroom, common utensils, common bathroom, common use of clothes etc. Hence, it is very difficult to maintain a social distancing as required by the Givernment.
So, it is better to do:
(1)Returnees should strictly be sent to the Government Corona Care Centre in order to avoid from the danger.
(2)Village Dorbar should prepare seperate isolation ward and returnees should be strictly adhere to.
(3)After 14 or 28 days of self isolation at the Government Corona Care Centre, when he or she returns home, village VDP and village durbar should not allow him/her to roam around in the public place for at least 14 days.
The above is only my advice. But I think that the Government knows better than me.
