The whole system needs to be revisited if we still want to do justice to provisions of the Sixth Schedule, instead of exploiting the loopholes therein before going into conferring upon it more powers.
The delivery system has been unfortunate. Evaluation and appraisal is urgently required otherwise, it becomes only a game of musical chairs.
Have we sent to the President of India through Parliament and State Legislature for exemption of Atomic Energy Act, 1962 from invocation in Sixth Schedule Areas as provision is there in Para 12A of Sixth Schedule for doing so or are we not aware of the procedures to be followed and Parliament Acts requiring exemptions ?
What is our priority as elected Councillors ?
